That -ltiming shouldn't be in there, as long as you are compiling the file
timing_stubs.F when you build the model. I'm surprised it actually barfs on
not being able to find something it doesn't need anyway.

Bottom line: delete the -ltiming, and probably -L$(HOME)/lib, from the
Makefile and this error should go away. We probably should have removed
them from the Linux portion of the Makefile when we released the code.
