This was a mistake in the units attribute of the original "topo.nc" file that
was put out with the model. The units were and are in fact -- meters. In
August of last year we noticed this problem, corrected it and put a new tar
file on the web. So if you access the dataset tar file now, you will find
that the units are correctly labeled as "meters".
