-1.8 is the flag used on the dataset to signal that the given grid-cell is
covered with sea-ice. When generating the datasets if sea-ice concentration is
greater than 50% the SST is set to -1.8 so that the code will then treat those
grid points as sea-ice. The "CCM description" gives more details on how the
sea-ice is taken care of in the model.
